(Presented to the Board of Education February 26, 2018)

Please note that P. L. 2011, c.202 was signed into law on January 17, 2012. This law allows for the annual school election to be moved to November by the applicable board of education or municipal/governing body resolution. A “Frequently Asked Questions” (FAQ) on the new law is available at this website: http://www.state.nj.us/education/news/2012/0126ele.htm.

Moving elections to November means there is no vote on the annual district base budget that is within the tax levy cap - you only vote for candidates running for the Board of Education. This includes withdrawals from capital reserve that are indicated in Supporting Documentation 4. Such withdrawals will be reviewed as part of the Executive County Superintendent budget review. Voter approval is still required for separate proposals.

The vast majority of New Jersey school districts (including Galloway Township Public Schools) have taken advantage of a change in state law, moving their school board and budget elections from April to November, to coincide with the annual general election. Not only do we save the cost of holding a separate election, but we are no longer required to put the annual budget to a popular vote unless it exceeds the state’s two-percent-increase cap.
