Presentation: Proposed 2016-2017 School Budget
APPROVAL OF BUDGET

1. BE IT RESOLVED to approve the proposed school district budget for the 2016-2017 School Year for submission to the Executive County Superintendent of Schools as follows:

BE IT FURTHER RESOLVED the Galloway Township Board of Education needs the use of the Health Care Costs Cap Adjustment of $48,049.

BE IT FURTHER RESOLVED the need for $ 180,358 of unused spending authority (banked cap) to be included in the base budget. The need for this banked cap is to offset the increases in salaries, health benefits, and instructional supplies. These costs cannot be deferred or incrementally completed over an extended period of time.

BE IT FURTHER RESOLVED to acknowledge that the 2016-2017 budget as described above results in a general fund tax levy of $31 ,447,108 and a debt service fund tax levy of $ -0- .

BE IT FURTHER RESOLVED Pursuant to N.J.A.C. 6A:23A-7.3, budgeted travel expenses do not exceed $ 50,000. Pursuant to N.J.A.C. 6A:23A-5.2(a), maximum dollar amounts for public relations and professional services have been established and are detailed in the appropriations section of the 2016-2017 budget.

Pursuant to N.J.A.C. 6A:23A-16.10(c)4, the Galloway Board of Education certifies that as of March 31, 2016 after review of the secretary's monthly financial reports (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23A-16.10(b) and there have been no changes in anticipated revenue sources and/or amounts so that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

8. Resolution to appoint Qualified Purchasing Agent (QPA).
Whereas, Local Finance Notice LFN 2011-15 from the Division of Local Government Services provides "The QPA law provides a vacancy provision for those contracting units that had previously appointed a QPA as their purchasing agent. If a QPA vacates the position, the appointing authority for the contracting unit may appoint, for one year from the date of the vacancy, a person who does not possess a QPA certificate as "temporary purchasing agent."
Now Therefore Be It Resolved that the Galloway Township Board of Education hereby appoints for a one year period Joy N. Nixon, CPA, School Business Administrator, to act as the School Districts Qualified Purchasing Agent with all the duties, responsibilities, and authority of a certified QPA.

9. Resolution to approve 441 professional service hours provided by the Southern Regional Institute and ETTC at Stockton University for the Galloway Township Public School District for the 2016 - 2017 school year in the total amount of $10,595. Account #11-000-223-890-00-00
